Chiller Free or District Cooled? What to Check Before You Sign a Dubai Lease

Someone posts their cooling bill in a Dubai residents group and asks whether AED 989 is normal for a one-bedroom. Within the hour there are eleven replies. One person offers AED 460 for a similar flat as proof that something is wrong. Somebody quotes a kilowatt-hour figure. Somebody else suggests getting the AC serviced.

Every one of those replies is trying to be helpful. None of them can be, because the two bills were never measuring the same thing. One of those residents pays for their cooling. The other one does not, and has no idea.

TL;DR: "Chiller free" on a Dubai listing tells you who pays for the cooling, not how the building makes it: the landlord absorbs the cost. District cooling describes the system, and a district-cooled tower can be let chiller free. The two labels answer different questions, so comparing your bill to a friend's teaches little. Ask which applies before you sign.

We put smart AC control into apartments across Business Bay, JLT and Downtown, and the first question we ask a new client in a tower is which bills arrive at their door. Half the time they have to go and look before they can answer. That is not carelessness on their part. Nobody explains this before you sign, and the vocabulary is actively misleading.

What "Chiller Free" Actually Means on a Dubai Listing

Chiller free is a payment term, not a plumbing term. It means the landlord carries the cost of cooling the apartment and does not pass it on. Bayut puts it plainly: "Unlike district cooling, where the tenant pays for the cooling charges, the landlord bears the complete cost of air conditioning for chiller-free units" (Bayut, 2025). Property Finder describes the same arrangement in the same terms, noting that "chiller-free apartments in Dubai are homes where the landlord is responsible for paying AC bills" (Property Finder, 2025).

So the cooling still costs money. Somebody still makes cold water or runs a chiller. The charge simply lands somewhere other than your name, usually priced into the rent you already agreed. In a chiller-free flat you pay DEWA for your lighting, appliances and water heater, and the air conditioning is carved out (Bayut, 2025).

That single sentence is the reason bill comparisons in Dubai group chats go nowhere.

Chiller Free and District Cooling Are Not Two Options on One List

These two phrases get set against each other as though you are choosing between them. They sit on different axes entirely.

District cooling answers how the cold gets made. A central plant somewhere in the district chills water and pumps it through insulated pipes to your tower, where a fan coil unit inside your apartment blows air across it. There is no compressor on your balcony. Empower alone connects over 1.6 million refrigeration tons of capacity across 1,684 buildings in Dubai (Dubai Media Office, 2025), and its Business Bay plant serves 201 buildings from one site (Dubai Media Office, 2024).

Chiller free answers who settles the invoice.

A district-cooled tower can still be let chiller free, because the two facts do not conflict. Bayut says so directly: "If you are renting in an area with district cooling, you can still enjoy the benefit of chiller-free properties because this is a decision made by the landlord" (Bayut, 2025). The cold water comes from Empower, and the landlord settles with Empower. You get one arrangement described at the viewing and quietly assume the other.

The Three Arrangements You Will Actually Meet

Nearly every Dubai apartment falls into one of three shapes. Work out which one you are being shown.

The third shape is the one most people picture when they imagine a normal apartment, and plenty of Dubai's tower stock does not work that way at all. Where a building runs its own chiller, that chiller is wired to the building's main electricity meter, which is how the cost lands on the landlord's account and never on yours (Bayut, 2025).

Why Two Cooling Bills From Two Buildings Cannot Be Compared

Hold the AED 989 and the AED 460 side by side. Ignore both totals and look at what is inside each envelope.

A district-cooled resident paying their own cooling receives an invoice built from a metered consumption charge, a fixed capacity charge set by the flat's designed cooling load, and a meter fee of around AED 30 a month (Gulf News, 2024), with five percent VAT on top (Bayut, 2025). That invoice covers cooling and nothing else.

A chiller-free resident's DEWA bill covers lighting, appliances, the water heater, and water, with the air conditioning removed.

One document is cooling only. The other is everything except cooling. Subtracting one from the other tells you nothing about either flat, and it certainly does not tell you whether an AC unit needs servicing. Before any number in Dubai means anything, you have to know which envelope it came out of.

What to Ask at the Viewing

You get about twenty minutes in an empty flat with an agent who wants to be somewhere else. Four questions are worth using that time on.

Ask whether the building is district cooled, and if so which provider. Empower and Emicool are the two you will meet most often, and the answer determines which tariff applies to you.

Ask whether the flat is chiller free, then ask the follow-up that actually matters: does that cover the whole cooling bill, or only part of it. Get the answer written into the tenancy contract. A WhatsApp message will not help you in March.

Ask what the apartment's refrigeration ton rating is. That number sets the fixed charge you will pay every month whether you are home or not, and it does not change with how carefully you use the AC.

Finally, ask to see a summer bill from the flat you are standing in. A January bill or an annual average will flatter it. You want July or August.

An agent who cannot answer these is not hiding anything. They usually just have not been asked before. The answers exist, and a WhatsApp message to the landlord retrieves them the same day.

The Costs That Land Before You Cool a Single Room

If the flat is district cooled and the account goes into your name, opening it is not free. Empower's published residential charges include a refundable security deposit of AED 2,000 for a flat, a connection charge of AED 2,000, and an administration fee of AED 1,000 (Bayut, 2025).

That is AED 5,000 leaving your account during the same fortnight as your agency fee, your security deposit and your first rent cheque, and AED 3,000 of it never comes back.

Then the fixed charge starts. Empower sets its capacity charge at AED 750 per refrigeration ton per year, billed monthly (Gulf News, 2024). A flat rated at six tons carries AED 4,500 a year on that line alone before it has cooled anything (Gulf News, 2024).

None of this appears in the advertised rent. All of it is knowable at the viewing, which is the only reason to raise it here.

One warning about the metered part of the bill. The per-ton-hour rate gets printed inconsistently across UAE coverage, and the provider's own customer-facing copy can be read two ways that sit a hundredfold apart. Ask for the rate in writing when you open the account, then check it against your first full invoice. Anyone quoting you a monthly cooling estimate without doing that is guessing.

What You Can Still Control After You Sign

Signing a district-cooled lease still leaves you plenty of room to work with. What changes is which half of the bill rewards your attention.

The consumption half responds to you. A smart thermostat on the fan coil unit holds a schedule, stops the flat cooling empty bedrooms all afternoon, and pulls the metered half down without asking you to sit in a warm room. If the flat turns out to be chiller free, your cooling cost is already someone else's problem, and the honest recommendation changes with it. Frequently Asked Questions

Does chiller free mean there is no district cooling in the building?

No. Chiller free describes who pays, not how the building is cooled, and a tower supplied by Empower or Emicool can be let chiller free when the landlord settles the invoice. If a listing says chiller free but a cooling bill later arrives in your name, that is a tenancy-contract matter, so get the wording in writing before you sign.

Is a chiller-free apartment cheaper overall?

Not automatically. The cooling cost still exists and landlords generally price it into the rent, so a chiller-free flat often asks for a higher annual figure. What it removes is the volatility and the upfront account costs. You trade a lower ceiling in summer for a higher floor all year.

What happens to my chiller deposit when I move out?

The security deposit is refundable once the account is closed and the final bill settled. Empower lists AED 2,000 for a residential flat (Bayut, 2025). The connection charge and administration fee are non-refundable, so budget them alongside your agency fee as a cost of moving in.

Can I put a smart thermostat on a fan coil unit?

Usually yes. A district-cooled flat is controlled by a wall thermostat driving a fan and a water valve, and smart replacements exist for most of the common models. The obstacle is usually landlord permission rather than anything technical, and the original unit goes back on the wall when you move.

Who regulates district cooling in Dubai?

Dubai's Regulatory and Supervisory Bureau lists "Regulating Efficient Cooling" among its core services (RSB, 2026), so the sector sits under its remit. If a capacity charge looks wrong for the size of your flat, start with the provider and your refrigeration ton rating in hand. Having that number from the tenancy stage makes the conversation considerably shorter.
